The universal service with regard to telecommunications

The purpose of the universal service is to guarantee that a basic telecommunications services offer is made available to all sections of the population and in all the regions of the country. These services must be affordable, reliable and of a certain quality. The universal service includes telephony, telefax, data transmission, broadband internet connections, access to the emergency services, public payphones and the provision of special services for the disabled.

The foundations of the universal service
The purpose of the universal service is to guarantee that a basic telecommunications services offer is made available to all sections of the population and in all regions of the country. These services must be affordable, reliable and of a certain quality.
The content of the universal service
The universal service includes telephony, telefax, data transmission, broadband internet connections, access to the emergency services, public payphones and the provision of special services for the disabled.

The universal service licence

On 21 June 2007, ComCom designated Swisscom as the universal service licensee.
The licence lays down the obligations of the universal service licensee. It also specifies the methods of calculation of the costs of the universal service in the event that the licensee submits an application for financial compensation.
As of March 1st 2012, the minimum speed for internet broadband connection, as stipulated in the universal service license, is 1000/100 kbit/s compared to the 600/100 kbit/s previously prescribed. The price ceiling for that broadband service has been lowered from 69 to 55 francs per month (VAT not included). On December 9th 2011, the Federal Council decided to adapt the content of the universal service. This amendment came into force at the same time as the modification of the universal service license, which Swisscom has been awarded with for the period 2008-2017.
