No, PLC as a technology cannot be licensed.
OFCOM grants service licences for the provision of telecommunications services. Service providers are free (except for the universal service) to choose the technology (e.g. ISDN, xDSL, cable modem, GSM, etc.) they wish to use in order to be able to offer their service (e.g. telephony, data transfer, ...) to their customers. As far as the PLC technology is concerned, it is mainly the powerline suppliers as owners of a (broadband-) telecommunications network, who must obtain a license. A PLC-system supplier must not own a license, but will have to declare, inter alia, the conformity of his telecommunications equipment to the essential requirements.
