The Federal Communications Commission (ComCom) has instructed the Federal Office of Communications (OFCOM) to prepare the award of new mobile telephony frequencies. Barring unforeseen circumstances, ComCom will launch the public invitation to tender concerning these frequencies during the current year. The frequencies will be awarded within the framework of an auction. With this in mind, interested telecommunications operators were invited to take part in this consultation on the initial draft of the tender documents until 6 April 2018.
Consultation of telecommunications operators regarding the draft tender documents concerning the award of mobile telephony frequencies
The purpose of the tender procedure will be the award of the mobile telephony frequencies in the 700 MHz, 1400 MHz, 2600 MHz and 3.6 GHz bands.
ComCom has mandated OFCOM to initiate preliminary work with a view to a public tender procedure concerning these frequencies, which are already free or which will become free in the near future. A sufficiently early award of these frequencies will make it possible for market participants to plan their activity with a long-term perspective.
The new award will be made within the framework of an auction, thereby complying with the principles of transparency and equal treatment of all interested parties.
OFCOM gave an initial draft of the tender documents and auction design in consultation in January 2018. Substantial changes have since taken place, which is why a revised draft version, together with translations in English and French, has been made available. All interested telecommunications operators were invited to participate in this consultation and to submit their comments on the draft invitation to tender by 6 April 2018. The consultation documents could be obtained from OFCOM on request.
The views of the consultation participants are herewith published. Asserted business secrets in the views are presented in a covered form. The covered contents had to be described comprehensibly by the consultation participants.
