Prices for bundled service offers on fixed and mobile networks

The monitoring of prices for bundled service offers on fixed and mobile networks (also known as packages) is based on a methodology defined by the Organisation for Economic Co-operation and Development (OECD). The starting point of the method is the selection of four baskets of services designed to reflect users’ consumption habits. The next step is to identify the least expensive bundled service offer on the market from each of the operators in question that meets the needs reflected in the basket. By calculating the cost of each basket on a monthly basis, it is implicitly possible to understand the level of prices charged. The field of investigation and the limitations of the method are presented in more detail at the end of this section.

In order to understand the price of the bundled service offers, the following four baskets have been selected:

  • A "double play" basket (FBB+TV) containing :
    • A broadband service on fixed networks with a minimum speed of 100 Mbps and a maximum data consumption volume of 60 Gbit per month (FBB).
    • A television service (minimum 30 channels) and a "premium movies" subscription giving access to movie (TV).
  • A "triple play" basket (FBB+FV+TV) containing :
    • A broadband service on fixed networks with a minimum speed of 100 Mbps and a maximum data consumption volume of 60 Gbit per month (FBB).
    • 60 telephone calls per month from the fixed network to fixed or mobile networks (FV).
    • A television service (minimum 30 channels) and a "premium movies" subscription giving access to movie (TV).
  • A "triple play" basket (FBB+FV+MVD) containing :
    • A broadband service on fixed networks with a minimum speed of 100 Mbps and a maximum data consumption of 60 Gbit per month (FBB).
    • 60 telephone calls per month from the fixed network to fixed or mobile networks (FV).
    • 200 telephone minutes from the mobile network to the fixed or mobile networks with a maximum data consumption of 5 Gbit (MVD).
  • A "quadruple play" basket (FBB+FV+TV+MVD) containing :
    • A broadband service on fixed networks with a minimum speed of 100 Mbit/s and a maximum data consumption of 60 Gbit per month (FBB).
    • 60 telephone calls per month from the fixed network to fixed or mobile networks (FV).
    • 200 telephone minutes from the mobile network to fixed or mobile networks with a maximum monthly data consumption of 5 Gbit (MVD).
    • A television service (minimum 30 channels) and a "premium movies" subscription giving access to movies (TV).

Note that the OECD considers mobile telephony and mobile data services as a single combined service, which is why these two elements are grouped together under the name "telephony + data on mobile networks" (MVD), thus defining a single category of bundled services.

Double play basket (FBB+TV): fixed broadband, TV

This first table presents, for the years 2022 and 2023, the cheapest bundled offers proposed on the Swiss market by the providers selected for the analysis. A user who wishes to meet the needs covered by an FBB+TV bundled offer in 2023 must pay a minimum of CHF 82.10 per month to Sunrise. At the other end of the scale is Swisscom with a monthly price of CHF 98.60. The difference between the lowest and the highest price is 20.1 %, which proves that an informed consumer can save a significant amount of money by exercising his or her decision-making power.

This second table provides an international comparison of the prices charged to obtain a bundled service offer capable of satisfying the needs identified in the FBB + TV basket. It shows that Switzerland is moderately attractive, with its cheapest offer for the chosen combination of services placing it 25st out of 31 in the 2023 ranking.

Triple play basket (FBB+FV+TV): fixed broadband, fixed voice, TV

The cheapest FBB+FV+TV bundle services offers proposed on the Swiss market in 2022 and 2023 by the providers considered are presented in the table below. It can be seen that in 2023, Sunrise is the least expensive (CHF 97.10) provider to meet the demand for the bundled services analyzed. The most expensive operator is Swisscom, which requires a monthly payment of CHF 113.60, i.e. CHF 16.50 more or 17 %.

Below are the most interesting offers provided in Switzerland by the suppliers included in the analysis for the years 2022 and 2023. Quickline with CHF 74.80 per month, commercializes the cheapest solution in 2023 for the FBB+FV+MVD bundled offer. The most expensive provider is Swisscom (CHF 131.70). The two operators are separated by CHF 56.90 per month, which is 76.1 % more.

The international comparison for the year 2023 shows that Switzerland ranks 18th out of 24 countries. It should be noted that some countries are not included in the comparison because this combination of bundled services is not marketed there.

Quadruple play basket (FBB+FV+TV+MVD): fixed broadband, fixed voice, TV, mobile voice and data

The FBB+FV+TV+MVD bundle, the most comprehensive of the selected bundles, sees Quickline once again offering the most advantageous service package (CHF 106.80) in 2023. Swisscom, on the other hand, is the most expensive provider with an offer of CHF 163.50, which is CHF 56.70 (53.1 %) more than its competitor.

Method implemented : field of investigation and limitations

  • The operators under consideration correspond to the most important providers of bundled service offers active during the period under consideration. In terms of users, they represent more than 80% of the market.
  • The period under consideration corresponds to the 30 days of July of the year under review.
  • The products examined correspond to all the offers proposed by the selected operators and to which a new customer can subscribe during the analysis period.
  • Discounts are included in the calculation of the cost of each basket. The discounts included are:
    • Promotional discounts on the monthly rental and/or activation charges. Promotional offers must be available for at least one month and be valid at the time of data collection.
    • Off-peak discounts on calls and messages.
    • Selective discounts to specific or selected phone numbers.
    • Usage discounts in the form of traffic included or minutes of usage included.
  • The analysis focuses only on the cheapest product by provider, with the objective of minimizing the user's expenditure on their usage profile.
  • If there is a bundled service offer on the market that contains more services than those in the basket considered at a lower price, this is the offer that will be used for the comparison.
  • Offers negotiated on a case-by-case basis and special offers aimed at a specific population (young people, students, companies, etc.) are not taken into account.
  • All bundled service offers on the market are taken into account, even if they are not provided on the provider's entire network or on the entire Swiss territory.
  • International roaming services are not considered.
  • Aspects such as network quality, quality of customer service, customer loyalty measures or transaction costs are not considered.
  • Finally, it should be noted that the basket methodology is more intended to provide an overview of the prices charged at a given time than to provide information on their evolution over time. Since the offers considered vary over time, the changes observed from one year to the next are more like a trend. For temporal analyses, the results of the consumer price index of the Swiss Federal Statistical Office (FSO) should be used.
