Consultations and auditions
2025
Acting on behalf of ComCom, the Federal Communications Commission, the Federal Office of Communications OFCOM is currently preparing the invitation to tender for the mobile telephony frequencies that will become available in 2029. Draft tender documents have been drawn up, and interested parties have until 5 December 2025 to comment on these documents as part of a consultation process aimed in particular at mobile network operators planning to participate in the frequency award procedure.
The comments from interested parties will be published on the OFCOM website at the end of the consultation. If a comment contains business secrets, it must also be submitted in redacted form so that it may be published on the OFCOM website. These comments are generally subject to the Freedom of Information Act.
After evaluating the consultation, ComCom will decide on the next steps and on the final tender documents.
Comments and queries regarding the documents should be sent to the following address: tp-nd@bakom.admin.ch

On 1 November 2023, the Federal Council opened a consultation on a draft amendment to the Ordinance of 9 March 2007 on Telecommunications Services (OTS) implementing Article 48a of the Telecommunications Act (TCA).
The bill to amend the OTS contains new provisions to improve the availability of mobile networks and services in the event of power supply disruptions. The new provisions describe the relevant types of power supply disruptions, specify which telecommunications services are to be provided in such a situation, as well as their geographical scope and duration of availability. They establish an obligation to report on the implementation of the measures and regulate a possible audit to monitor preparations.
The consultation on measures to render mobile networks more resilient to power supply disruptions ran from 1. November 2023 to 16. February 2024. 62 responses were received, 26 from the cantons, 3 from political parties represented in the federal assembly, 6 from national umbrella organisations and 27 from other interested circles.
