Other telecommunication service providers, who do indeed offer services which are part of the universal service but who are not obliged to do so by a universal service licence, are not subject to these regulations.

National and international measures have been prepared to support the widest possible range of terminals.
Many of these measures have been implemented in Switzerland due to its economic relevance and as far as possible to harmonize Swiss rules with the EU legal framework. One of the goals of these measures is to ensure advance announcement and publication of technical specifications of the interfaces used to offer telecommunications services. These specifications shall be in sufficient detail to permit the design of telecommunications terminal equipment capable of utilizing all services provided through the corresponding interface.
These technical and administrative requirements regulate the details of the Swiss application of above-mentioned measures; they cover the announcement and the publication of the interfaces used to access Swiss public telecommunications networks.

New requirement in the fourth edition (applies to landline numbers from 1 January 2026 and mobile numbers from 1 July 2026):
Transit providers must insert an indicator to mark incoming calls from abroad containing a Swiss telephone number. The identification must also give the name of the transit provider that has carried out the identification. If the call cannot be identified on technical grounds, the transit provider must remove the caller number (requirement 2, chapter 5).
This enables the terminating provider to better recognise calls with spoofed numbers and, in accordance with Article 26a paragraph 6 OTS, to remove the number of the calling line for the line being called or to block the call entirely.

These technical and adminstrative regulations apply in principle to all telecommunications service providers. They define what faults in networks and services must be reported to OFCOM. They lay down which telecommunications services are subject to the reporting obligation, as well as the parameters and thresholds that define a notifiable fault. The regulations describe the content and timing of fault reports as well as their addressing.

Edition 2: 23.11.2022 / Entry into force: 01.01.2023These technical and administrative regulations apply to the following telecommunications services:
- Internet access via fixed network
- Internet access via mobile networksAll telecommunication service providers (TSPs) that meet the following selection criteria must comply with these technical and administrative regulations:
- Fixed network: TSPs with at least 300,000 connections
- Mobile network: TSPs with at least one mobile network licence and at least 300,000 connectionsThese technical and administrative regulations came into force on 1.1.2021. The dates from which the various requirements regarding measurement and publication apply are set out in Part III of the revised OTS of 18 November 2020, AS 2020 6203
