Switzerland is pleased to present its candidatures for membership of the Council of Administration (CA) and the Postal Operations Council (POC) as well as the candidature of Mr Pascal Clivaz for the position of Director General of the International Bureau of the Universal Postal Union (UPU) for the period 2021-24. The elections will be held at the 27th Universal Postal Congress in August 2021.

Message from Pascal Clivaz, Swiss Candidate for the position of Director General of the International Bureau

As announced at the second extraordinary Congress of the UPU in Addis Ababa in September 2018, Switzerland is pleased to present its candidate Mr Pascal Clivaz for the position of Director General of the International Bureau of this organisation for the period 2021–2024.

The far-reaching changes brought about by the current global pandemic have created many challenges. The UPU, which is in charge of the global postal network, must adapt in order to handle activities in all three sectors in which it operates (physical, digital and financial transfers). 

Mr Clivaz's widely recognised skills would be of great value to the Union. During his years as Deputy Director General he has provided the organisation with a wealth of expertise on how the UPU functions and is financed, and exercised this position with tremendous resourcefulness, professionalism and enthusiasm. He has demonstrated his extensive knowledge of the postal sector and its complex issues, and has successfully dealt with the many issues he has faced. His sense of compromise, his command of languages, his ability to unite and convince, and his capacity to find solutions in the field are appreciated by all. 

With 25 years of experience in the postal service, Mr Clivaz has developed a long-term vision for the Union and devised reliable and sustainable reforms adapted to a changing postal market. Based on the UN's 17 Sustainable Development Goals, he has already laid the groundwork for a thorough transformation of this UN agency and for building healthy, fair and solid relations between nations. At a time when there is an urgent need to get back to basics and to build a bright future for the generations to come, he hopes to continue his work pursuing a policy of peace and proximity.

A member of the UPU since its foundation and a member of the Council of Administration (CA) and Postal Operations Council (POC) on many occasions since, Switzerland has the honor of being the country in which the Union has its headquarters. In this capacity, it constantly strives to optimize the general conditions provided to the Universal Postal Union (UPU), its staff and the delegates of the member countries taking part in the Union’s meetings in Bern. 

During the period since the Istanbul congress, Switzerland has relentlessly endeavored to forge stronger ties between the postal family and to strengthen the single postal territory and the global postal network. In this spirit, Switzerland dutifully provided the Union with a conference venue – the International Conference Centre Geneva (CICG) – to host the third Extraordinary Congress of the UPU, which took place in September 2019. 

Switzerland also supports the initiatives aimed at strengthening the UPU, enabling it to overcome the various challenges that the organization faces due to major, rapid changes in the postal sector. In particular, Switzerland endorses the application of the principles of good governance within the organization during the meetings of the Union’s governing bodies. 

Switzerland has demonstrated its contribution to the activities of the Union in traditional areas as well as strong commitment in new and promising ones for the development of the postal sector worldwide. Thanks to the active participation of tis designated operator, Swiss Post, Switzerland contributes significantly in the fields of technical assistance and cooperation on development, on of the UPU’s two key priorities. It also plays a major role in another priority area – quality of service.
