Principles of spectrum management

The processes and mechanisms which are relevant to the elaboration of the National Frequency Allocation Plan are described and explained below.

Since radio frequencies are a scarce resource, efficient use of this resource is indispensable for the functioning of modern communication societies. The Telecommunications Act therefore includes a direct mandate for the entity responsible for spectrum management (OFCOM) to take appropriate measures to ensure efficient and interference-free utilisation (cf. Art. 25 para. 1 TCA, CC 784.10).

Frequency regulation is primarily concerned with combining the different interests of frequency users and those of product manufacturers within the framework of the aforementioned legal mandate.

In order to achieve efficient and interference-free utilisation, attempts are made to achieve harmonisation both at European (CEPT) and global (ITU-R) levels. At the national level, co-ordination of the various users is essential.
