These regulations apply exclusively to the universal service licensee and govern the quality of those telecommunication services which must be provided by it within the framework of the universal service obligation. Other telecommunication service providers, who do indeed offer services which are part of the universal service but who are not obliged to do so by a universal service licence, are not subject to these regulations.
