Report: Emergency Call

Access to the emergency services from the fixed or mobile networks is a basic right of the citizen. It is the only right in the whole of telecommunications regulation that affects his health and even his life.

While the emergency call centers can localise a call from the fixed network without problem and react very quickly under optimal circumstances the use of a mobile phone means more difficult conditions for the routing of the call and location of the caller. Some new technologies such as VoIP complicate the problems while with others such as SMS/MMS or social media it remains impossible to make an emergency call which gets a response. An overview of the present situation as well as the possibilities of the new technologies and future developments enables the problems and challenges in standardisation and regulation in the realm of the emergency call to be better perceived.
